francisco congratulations everybody for being a hero today. you know the san francisco hospital foundation the general hospital foundation has been such a wonderful wonderful entity and i want to just thank stephanie your leadership, i want to thank julie and rich at the board with all of the other board members, the staff at the hospital, all of the staph, you know sometimes the doctors have to do it's emergency work but what makes that whole hospital run is literally everybody that works at the hospital from the social workers to the accountants to the administrators to the nurses, and nurse practitioner and is the doctors and all of the fundraisers thank you everybody for working together. and for today, again, a big thanks to ellen and pam for your leadership and bringing the hearts and the heros together. it's such a wonderful just community effort to support our general hospital and all of the work that it does. everybody knows what it does already. but i also want to say there are other heros that you are acknowledging today and i would like to just give them a word of t

moore and i am the smallest practitioner of law in san francisco. and here i am only speaking for myself, but i would like agree with all of the things that people have said to date on behalf of all of those litigants that i see at the court who have to represent themself and have no access to any other law library. i personally subscribe to west law, i personally have a you know the bare bones books that have you to have in your office to hang out. but i need that library down there. it is frightening to me of think of it closing down, it is frightening to walk into that library and look at the shelves and see all of the books which say, this subscription has been cancelled. all of the things that you need the subspriptions are being canceled. gentleman that is all that i have to say, please, vote in some money. >> thank you. >> next speaker, please? >> thank you, supervisors, my name is william balen and my firm is lalen and coller i am the chair of the san francisco ethics committee. i want to talk specifics because investing in at least 30,000 square feet for this law library is an i

volunteered as a young lawyer and as a legal assistant at the legal aid of san francisco. one thing that you know from being a lawyer is that you never can tell what issue was going to come up. what resources you are going to need. and that is why i am here today to oppose the current resolution. and to ask you to expand to at least 30,000 square feet which is what the library needs. i say that based upon my experience with the legal aid society doing research for them, trying to find issues, support for issues whether we are doing impact litigation and also, at a small firm where we just don't really have the resources to have a big library and we, i have used the library since 1983, we use it today, we get books from the library when issues come up that we can't address any other way. that is why i am here to oppose this for access to justice issues, for pro(inaudible) and for solo and small firm practitioner and other lawyers in the city we really need the full 30,000 for the library, thank you. >> thank you very much, next speaker, please? >> good morning. >> my name is steven miaki and

i had never seen been in public gatherings in san francisco. i think this is an issue that has drawn a lot of people that are normally an activist and made them activist. it's justin credible. i want to thank our colleagues that were there, president chiu and supervisor kim. it was positive and let's send that energy to washington. >> thank you, supervisor wiener, supervisor yee. supervisor avalos? >> thank you, just one item to mention for introduction. i'm calling for a hearing, the local hiring policy for construction for 2012-2013, the annual report. as folks know i was the author of the local higher ordinance and there was a great deal of support from across the boerpz #69 board board of supervisors and the mayor and staff and from the community as well. we've had some really great numbers to show for how successful the program has been. we have seen that over the past year we are actually hitting 32 percent is what we are hitting across the board in our projects, the mandate for the past year was 25 percent, so we are 7 percentage points over the mark for the project as well. s

and this is the san francisco award if you look at the regional awards it will be higher. but you can see the up and down but a general downward trend over the last few years >> we have that one year 2007, 2008 which saw a big reduction in the grant ward. was that made up by the city? >> that was made up from a general fund from the city that year there was a single large reduction the city stepped up on a one-time basis and the subsequent years our grant was increased to offset that reduction. so if you looked at the history of the general fund this matter put into the hiv, aids program you would there is was a general increase to partially offset that and do you have a graft to show what happens over the years? >> yes. i have the data - am i able to use the overhead? actually, i don't need it i have it on a separate file here. it's not the visual format that would be ideal. >> maybe i have something - if it's too difficult to share it goes along with the presentation. >> but we'll provided that data to you, we certainly have it available. in addition to the ryan white reductions that we'

in san francisco. good morning. i am a native san franciscoan as well. and i have watched over the years the law library shrink from the last 30 years to where i represented prisoners in county jail as directing attorney of legal services as helping the sheriff's department administration using the law library, and currently as a sole practitioner doing worker's comp for injured workers, but there are thousands that i am unable to help because the hours spent i could not possibly, i would be out on the streets as my kids have said. but i am able to always direct them to the law library. i am able to use the resources of the law library that i could not afford if i had to do it on my own and i urge you not to not cut the space any further than it has been done, thank you. >> good morning my name is ray sloan and i use the library on a regular basis and a friend of the coalition of concerned legal professionals. law library serves the low income community that concerned professional or legal professionals and the organization deals with daily as well as those who previously could afford to

to /ub date you on the recent events that have occurred in san francisco. as you know i'm filling in for chief [inaudible] in virginia. in addition to being in virginia he made a side trip to washington dc to talk about the bipartisan committee on gun violence and he stroke directly on a straw buying purchase that occurred in san francisco. i'll go through what the recent events that have been newsworthy from the chief's last report to this report, i'm happy to report that it's been relatively quiet. we have not had a homicide report. i still knock on wood for that. our violent crime has continued to decrease with the exception of our property crime and one of those crimes is gonna be discussed tonight regarding the robberies of iphones tonight and that type of thing. we seem to be up in robberies. they continue to be up and the presentation tonight will address that issue, along with prevention measures by the san francisco state division. some of the newsworthy events that have occurred was unfortunately we had a shooting on march 7th of bryant street. it occurred at 3:48

for the city and county of san francisco in 1989 as the investigator for the city's first whistle blower program. prior to employment with the city and county of san francisco, he was the managing attorney for the asian law caucus. i first met ed in 1992 when he became the executive director for the human rights commission and we were both 16. that's two decades ago, ed. i watched him soon become the director of city purchasing and then going on to become the director of public works. i think ed is the only mayor in city history that can carry tlau on the campaign promise to fill the potholes because he actually knows how and he's the only mayor in city history that can say he actually knows every single city street because his crews probably paved them. i have had the privilege of working alongside ed for many years in city government. he has always been a cherished colleague and friend to everyone in city hall. he's done the job, he gets the job done, never wanting credit, just the satisfaction of doing the right thing for the people he serves in the city and county of san francis

problems driving through. it's nice and early for your commute. this is a look at san francisco northbound 101 traffic is really light. let's go back to the desk. >>> we are following developing news in san francisco where two firefighters were injured fighting an apartment building fire. huge fire. it started just before 1:00 this morning in the bay view district. tara moriarty is there on the scene with more on why this fire was so hard to control. tara. >> reporter: we're here at mckin anyone and third street. part of this street is blocked off here. it took crews more than two hours to contain this fire. it got going pretty well because there was an exposed gas line and it took pg&e an hour and 15 minutes to turn it off. about two dozen people were able to escape their homes. they evacuated two buildings. flames broke out just before 1:00 this morning and everyone got out safely but it was a close call. residents say they heard alarms going off and people pounding on their door. >> crackling, sparks, little explosions from the wood or whatever and different stuff that is flammable. and

in san francisco. we caught flames pouring out of the windows as a massive fire rips through an apartment building in the city's bay view district overnight. "today in the bay's" christie smith joins us as firefighters are watching for flare-ups. we understand a couple of firefighters also injured. >> reporter: yeah. neighbors describing a scary scene, that they heard a boom sound overnight. they woke up and saw a wall of flames. the fire is out right now. i want to show you where it started. if you can follow this right across the street, you can see the burned building. that's where the 911 call came from. if you span to the right, you can see it actually moved to other buildings. firefighters on top of the apartment building over there, that it spread to this morning as well. what they're telling me is that because here in san francisco the buildings are so close together, it just kept spreading. when firefighters arrived, flames were already in attics and crawl spaces of other buildings, surrounding the one where it started on 3rd and mckinnon at 7:00 this morning. firefighters quickl

and was important for us to hear about how well, the law library it considered in san francisco and the legal community so some of that has some great weight in our consideration today and despite what you feel is the outcome i still think it's important >> i'd like to second the motion. i did want to say that i appreciate the budget office recommendations and the various compute if the mayor's office as well. the testimony of many folks from the legal community from the concerned professionals to the attorneys and us low practitioners i used the law library and as an attorney in the counter location and i hope that the vision is outlined by 2004 boards own resolution to a center of a justice center we can chief sometime in the future. i hope to work with all of you and help to raise private funds for potential improvements. i feel like the proposal that is before his will help improve the law library and others testified that the trend of libraries whether it's compact shelving or the use of online databases but we're increasing the size of the law library as the budget and analysis offices
